Fred has over 30 years’ experience in Ontario’s electricity industry. His most recent position was Senior Consultant, Ontario Power Authority (OPA) with specific responsibility for inputting to the Integrated Power System Plan (IPSP) all required information on waterpower resources, both current and future.

Before that, Fred was Manager, Technical Services, in the Electricity Division of at ECNG Inc. Fred was a key contributor in developing an extensive electricity consulting practice for ECNG. He was responsible for customer load analysis, energy efficiency studies, and was the author of a comprehensive Client Information System (CIS) to track the physical and financial transactions involved in electricity procurement supplier payments. He designed a number of web-based tools for collecting client energy consumption data. Fred’s experience has given him a comprehensive understanding of the design and implementation of electricity deregulation in Ontario.

Previously, Fred was Configuration Manager, WES, the City of Toronto. He led a team of 8 computer/engineering professionals in the design and implementation of an IT infrastructure (both hardware and software) for the management of water and wastewater facilities across the GTA.

Thanks to his knowledge of languages (He is fully fluent in English, French and Spanish), Fred has worked abroad, most notably at the United Nations in Geneva, and in Zimbabwe and several Caribbean countries.

Fred spent 26 years at Ontario Hydro, notably as the Manager of River and Reservoir Utilization, with specific responsibility for the stewardship of the Province’s main waterpower resources.

Fred’s second formation (computer science) has afforded him extensive experience in information systems development and in the modelling of engineering processes. Fred is author of several of these models now used by OPA, the New York Power Authority, the United Nations, and various businesses across Ontario.
